This Privacy Policy explains how WebToolsz ("WebToolsz", "we", "us" or "our") handles information in connection with the PDF Toolkit mobile application (package name com.webtoolsz.pdftoolkit, the "App"). WebToolsz is based in India and offers the App to users worldwide. By downloading or using the App, you agree to the practices described here.
The short version: PDF Toolkit processes your files entirely on your device. We do not run a server that receives your documents, and we do not require an account.
1. Summary
- On-device processing: All PDF operations (merge, split, compress, convert, organize, protect, watermark, page numbers) run locally on your device. Your files are not uploaded to us.
- No account: You do not need to register or sign in to use the App.
- Third-party services: We use a small set of Google services for crash reporting, anonymous analytics, ads (free version), purchases and app updates.
- Your controls: You can reset your Advertising ID, manage notifications, opt out of analytics, upgrade to remove ads, and uninstall the App at any time.
2. Who We Are (Data Controller)
WebToolsz is the entity responsible for the App. For users in India, WebToolsz acts as a Data Fiduciary under the Digital Personal Data Protection Act, 2023 ("DPDP Act"). For users in the European Economic Area ("EEA") and the United Kingdom, WebToolsz acts as a data controller under the EU General Data Protection Regulation ("GDPR") and the UK GDPR. For residents of California, this notice also addresses the California Consumer Privacy Act as amended by the California Privacy Rights Act ("CCPA/CPRA").

3. Information We Do Not Collect
We designed PDF Toolkit to minimize data collection. We do not:
- Upload, store, or receive the PDF files, images or documents you process.
- Require a name, email address, phone number or account to use the App.
- Collect the contents, file names or metadata of your documents on our servers.
- Sell your personal information or share it for cross-context behavioral advertising in a way that constitutes a "sale" under applicable law.
4. Information Processed On Device
The following is handled locally on your device and is not transmitted to WebToolsz:
- Your files: PDFs and images you select are read, processed and saved on your device using the Android storage picker and file system.
- Local history: The App keeps a history of files you have processed (such as file name, tool used and timestamp) in a local database so you can find them again. You can clear this history in the App at any time.
- App preferences: Settings such as your chosen theme, default output quality, selected language and notification preferences are stored locally.
5. Information Collected by Third-Party Services
The App integrates a limited set of Google SDKs. These providers may process certain technical or usage data as independent controllers or processors under their own privacy policies. We have configured the App to delay advertising and measurement initialization where supported.
5.1 Firebase Analytics
We use Firebase Analytics to understand, in aggregate, how features are used (for example, which tools are opened) so we can improve the App. This typically includes app instance identifiers, device and OS information, and event data. See the Firebase Privacy and Security and Google Privacy Policy.
5.2 Firebase Crashlytics
We use Firebase Crashlytics to receive crash and stability reports (such as stack traces, device model, OS version and app state at the time of a crash) so we can fix bugs. See the Firebase Privacy documentation.
5.3 Google AdMob (with Advertising ID)
The free version of the App shows ads via Google AdMob. AdMob may access your device's Advertising ID and related data to serve and measure ads. You can reset or limit your Advertising ID in your device settings, and Pro users do not see ads. See AdMob & privacy and the Google Advertising policies.
5.4 Google Play Billing
If you purchase PDF Toolkit Pro, the transaction is handled by Google Play Billing. We receive a purchase token and entitlement status to unlock Pro features; we do not receive your full payment card details. See the Google Play Terms of Service and Google Privacy Policy.
5.5 Google Play Services (Review & Update)
The App uses Google Play In-App Review and Google Play In-App Update, which rely on Google Play Services. These may process technical data to display a rating prompt or offer app updates. See the Google Privacy Policy.
6. Device Permissions
The App requests only the permissions it needs. Each is explained below:
android.permission.INTERNET— required for ads, analytics, crash reporting, remote configuration and app updates. It is not used to upload your documents.android.permission.ACCESS_NETWORK_STATE— checks whether a network connection is available before contacting the services above.android.permission.READ_MEDIA_IMAGES— used on Android 13+ only for the "Images to PDF" tool, so you can select photos to convert.android.permission.READ_EXTERNAL_STORAGE(maxSdkVersion="32") — legacy image access on Android 12 and below; not requested on newer versions.android.permission.FOREGROUND_SERVICE— allows background work (such as scheduled weekly summaries) to run reliably.android.permission.POST_NOTIFICATIONS— used on Android 13+ to show optional weekly summary and tip notifications. You can decline or disable these.com.google.android.gms.permission.AD_ID— allows access to the Advertising ID for ads in the free version.
7. How We Use Information
- To provide the App's tools and save your results on your device.
- To diagnose crashes and improve stability and performance.
- To understand aggregate feature usage and improve the product.
- To display and measure advertisements in the free version.
- To process and validate Pro purchases and restore entitlements.
- To deliver optional notifications and offer app updates and configuration.
8. Legal Bases (EEA/UK)
Where the GDPR or UK GDPR applies, we rely on the following legal bases:
- Consent — for personalized ads and, where required, analytics and notifications. You may withdraw consent at any time.
- Legitimate interests — for crash reporting, security, and understanding aggregate usage to improve the App, balanced against your rights.
- Performance of a contract — to process purchases and provide Pro features you buy.
9. Sharing & Disclosure
- No sale: We do not sell your personal information for money.
- Service providers: We share limited technical data with the Google services described in Section 5, acting on our behalf or as independent controllers.
- Legal: We may disclose information if required by law, regulation, legal process or enforceable governmental request.
- Business transfer: If WebToolsz is involved in a merger, acquisition or asset sale, information may be transferred as part of that transaction, subject to this Policy.
10. International Data Transfers
WebToolsz is based in India, and the Google services we use operate globally. As a result, data described in this Policy may be processed in countries other than your own, including the United States and India. Where required, transfers rely on appropriate safeguards such as the European Commission's Standard Contractual Clauses or equivalent mechanisms implemented by the relevant service providers.
11. Your Rights & Choices
- Advertising ID: Reset or delete your Advertising ID in your device settings, or upgrade to Pro to remove ads.
- Analytics & notifications: Manage notification permission in system settings; disable optional notifications in the App. Where offered, you may opt out of analytics.
- Access, deletion & portability: Because we do not maintain accounts or store your documents, most personal data stays on your device. You can clear in-app history and uninstall the App to remove local data. For data held by our service providers, contact us and we will assist as required by law.
- Uninstall: Uninstalling the App removes local files and history stored by the App from your device.
12. California Notice (CCPA/CPRA)
If you are a California resident, you have the right to know what personal information is collected, to request deletion, to correct inaccurate information, and to opt out of the "sale" or "sharing" of personal information. We do not sell personal information for money. Advertising in the free version may involve "sharing" for cross-context behavioral advertising as defined by the CPRA; you can limit this by resetting your Advertising ID or upgrading to Pro. 13. India Notice (DPDP Act 2023)
For users in India, WebToolsz processes personal data as a Data Fiduciary under the DPDP Act. As a Data Principal, you have the right to access a summary of your personal data, to request correction and erasure, to nominate another individual to exercise your rights, and to grievance redressal. Where processing relies on consent, you may withdraw it. We do not knowingly direct targeted advertising at children (individuals under 18) and do not undertake processing likely to cause detrimental effects to a child. 14. Data Retention
Files and history stored by the App remain on your device until you delete them or uninstall the App. Data processed by our service providers (analytics, crash reports, ad and purchase data) is retained according to their respective policies and only as long as necessary for the purposes described here.
15. Data Security
We rely on on-device processing to minimize exposure of your documents and use reputable Google SDKs that apply encryption in transit. No method of transmission or storage is completely secure, but we take reasonable technical and organizational measures to protect information handled through the App.
16. Children's Privacy
The App is not directed to children. By default, we do not knowingly collect personal information from children under 13. In India, "child" means an individual under 18 under the DPDP Act, and we apply the additional protections described in Section 13. If you believe a child has provided personal information, contact us and we will take appropriate steps.
17. Third-Party Links
The App or this website may contain links to third-party sites or services (for example, Google policy pages). We are not responsible for the privacy practices of those third parties; please review their policies.
18. Changes to This Policy
We may update this Policy from time to time. When we do, we will revise the "Last updated" date above and, where appropriate, provide additional notice within the App. Your continued use of the App after changes take effect constitutes acceptance of the revised Policy.
